Public Notice: Proposed Settlement with Carlisle Construction Materials LLC for Clean Water Act Violations in Oregon

EPA alleges that the respondent failed to comply with Oregon’s 1200-Z Industrial Stormwater Discharge General Permit (#ORR237043) at the Ultimate RB, Inc., rubber facility that used to be owned and operated by the respondent. The 1200-Z permit covers discharges of pollutants into the South Yamhill River.
Alleged violations include failure to sample and monitor, failure to minimize exposure, and failure to maintain a Stormwater Pollution Prevention Plan according to the written standard.
This action is being simultaneously commenced and concluded in an Expedited Settlement Agreement. Under the proposed agreement (see "Related Documents" below), the respondent has agreed to pay a civil penalty of $24,780.
