Public Notice: Proposed Settlement with Starbound LLC for Clean Water Act Violations in Federal Waters
Summary
EPA is providing notice of a proposed administrative penalty settlement with Starbound, LLC (respondent) for violations of the Clean Water Act General National Pollutant Discharge Elimination System Permits for Offshore Seafood Processors Discharging in Federal Waters Off the Coast of Washington and Oregon, and Alaska.
These general permits authorize, subject to their terms and conditions, the discharge of seafood processing wastes and other designated wastewaters.
EPA alleges that the respondent failed to sample and report monitoring results, timely submit and include required data on their annual report, and update their notice of intent in the event of permitted pollutant discharge exceedances.
This action is being simultaneously commenced and concluded in a Consent Agreement and Final Order. Under the proposed agreement (see "Related Documents" below), Starbound, LLC, will pay a civil penalty of $168,000.
