Public Notice: Proposed Settlement with City of Stayton for Clean Water Act Violations in Oregon

EPA is providing notice of a proposed administrative penalty settlement with the City of Stayton (respondent) for violations of the Clean Water Act at its wastewater treatment facility located in Stayton, Oregon.
EPA alleges that the respondent failed to comply with its National Pollutant Discharge Elimination System permit (permit number OR0020427). Alleged violations include failure to conduct monitoring on two occasions, and for the exceedance of total suspended solids on five occasions, and for the exceedance of 5-day biochemical oxygen demand on four occasions.
This action is being simultaneously commenced and concluded in an Expedited Settlement Agreement. Under the proposed agreement (see "Related Documents" below), the respondent has agreed to pay a civil penalty of $4,500 and has returned to compliance.
